After
some time, the community decided to build a new synagogue on
the heights of the new city.
The people argued about the location but finally decided and sent
the plans to St. Petersburg to get a permit from the Tsar. A
permit was necessary in order to erect any big building costing
more than 10,000 rubles. The Tsar not only approved but also
ordered enlarging the dimensions of the plot and the building. The
construction, started in 1851,
adhered to the Tsar's architectural plan.
